A groundbreaking constitutional lawsuit has been filed against the State of Oregon, challenging the state’s anti-Female Genital Mutilation statute for failing to protect boys and intersex children from non-consensual genital cutting. Filed in Oregon Circuit Court as Case No. 25CV18224, the lawsuit invokes Article I, Sections 20 and 46 of the Oregon Constitution, asserting that the statute unlawfully denies equal protection based on sex and gender. “This lawsuit is about one simple, urgent principle: equal protection under the law,” said Eric Clopper, Founder of Intact Global and lead counsel on the case. “If Oregon protects girls from non-consensual genital cutting, it must protect boys and intersex children too. Anything less is unconstitutional.”

Legal Objective

To demand equal protection under Oregon law for all children, regardless of sex or gender identity, and to challenge the legal inconsistency that allows boys and intersex children to have their genitals cut without medical necessity while protecting only girls under Oregon’s anti-FGM statute. 

Conference Announcement

This case will be a central topic at Intact Global’s inaugural conference taking place March 29–30, 2025, at The Sentinel Hotel in Portland.
